So much has changed due to technology (electricity on שבת and יום טוב 
In Choshen Mishpat how kinyanim are done nowadays and the status off intelectual property, how to deal with ריבית in a Jewish State etc. are much more important issues to halchik Jews than the issues you mention.
It sounds like your reason for an updated Shulchan Aruch, is one to make a certain poputation people more comfortable with halacha, rather than an outline for those who want to practice it.  Issues regarding Tanach study don&#039;t belong in a Shaulchan Aruch-style legal code anyway.</description>
